Kempf will be returning to FEMA's Region II office, where he once held the position of regional director from 1990 to 1993.
"Kempf's past experience heading up FEMA's Region II office gives him an incredible amount of institutional knowledge," said Acting FEMA Director David Paulison. "His first-hand experience as a director will be vital as FEMA works with its regional partners on all aspects of emergency management."

Most recently, Kempf worked for the engineering firm of Hatch Mott MacDonald, where he served as vice president for Infrastructure Emergency Response & Coastal Protection Divisions. In that role, he worked on project development related to infrastructure security planning, emergency management, coastal protection and municipal engineering.
Prior to his work with Hatch Mott MacDonald, Kempf worked with GPU Nuclear Corp., where he directed radiological offsite emergency preparedness activities for Oyster Creek Nuclear Generating Station. Kempf is a certified emergency manager, and a member of the International Association of Emergency Managers.
