The American Society of Safety Engineers (ASSE) was recently awarded for its book titled "How Smart Managers Improve Their Safety and Health Systems."

The Excellence in Technical Communication award by the Society for Technical Communications through a national competition.

According to ASSE, the book, published in 1999, provides a proven blueprint for the best possible safety and health program in any company.

Co-authors Charlotte A. Garner, CSP and Patricia O. Horn describe a system that integrates the concepts of total quality management, empowerment, and strategic planning as benchmarks of excellence.

As noted in the book, the result of this system, if implemented properly, include an exemplary safety and health program; an empowered and productive work force; and improved productivity and a competitive edge.

Garner is director of industrial safety for Webb, Murray & Associates Inc., in Houston where she developed the company's safety program, before serving as Webb Murray's lead support person in managing NASA's Johnson Space Center initiative to become a participant in OSHA's Voluntary Protection Program.

Horn developed the initial Voluntary Protection Program (VPP) Star requirements, site review and evaluation procedures for OSHA VP, while as senior program analyst and general industry coordinator.
