OSHA, SCHC Renew Alliance

In their continued efforts to address hazard communication, MSDS and preventative measures for chemical hazards in the workplace, OSHA and the Society for Chemical Hazard Communication (SCHC) announced a renewed alliance.

"Our alliance has made positive strides to increase awareness about chemical hazards and developing preventive measures to reduce exposure," said OSHA Administrator Edwin Foulke Jr. "I am pleased that this renewed alliance with SCHC will broaden these efforts as we focus on protecting the safety and health of men and women in the workplace."

SCHC provides guidance for the improvement of the business of hazard communication for chemicals. Through the renewed alliance, SCHC and OSHA will continue to distribute information about the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals.

SCHC, with input from OSHA, previously developed two GHS info sheets to provide resources on pictograms, flammability classifications and criteria for flammable liquids. SCHC representatives also will continue to serve on the editorial boards for OSHA's Safety and Health Topics pages, including Hazard Communication and Making the Business Case for Safety and Health.

"In renewing our alliance, [SCHC] is looking forward to working with OSHA to increase awareness and understanding of the impact of [GHS] on hazard communication," said Michele Sullivan, chair of the SCHC Board. "This is a time of change and growth for hazard communication and the alliance provides an opportunity for a collaborative effort."

The U.S. Court of Appeals for the Eighth Circuit ruled that in the case of Elaine Chao v. Summit Contractors, OSHA regulation 29 C.F.R. Sec. 1910.12(a) “is unambiguous in that it does not preclude OSHA from issuing citations to employers for violations when their own employees are not exposed to any hazards related to the violations.”
